The wires. An electric fence has live wires, which shock, and earth wires, which don't. Most of the fences we install use aluminium wire, and the voltage can be adjusted for the level of security you need.
The rules we build to. In a public area, the lowest live wire may not be lower than 1.5 m above the ground. Angled brackets may lean out at most 45°, and may not reach over your neighbour's property without their consent.
